From talking with a friend whose family has a major stake in several big name establishments(they own the leases or the buildings themselves and take a share of profits). They have been quietly liquidating locations due to shrinking revenues. For steak houses it appears send backs account for 10-19% of the cost passed on to other customers.

It's yet another reason places in most cases now are horribly staffed.
