Who gives a frick about how long someone’s hair is? I went to a private Christian school and the only hair rule we had was that it had to be out of your eyes. Tied or otherwise. The rule didn’t distinguish between boys and girls.

Appearance rules in public schools should be very basic and only there to eliminate really dramatic cases. You're dealing with people of multiple races, socioeconomic backgrounds, etc.
I said the other day. I go into schools for my job, and the highest performing schools I visit out around the country have 0 dress code. It just isn't an issue. Let the kids be themselves and focus on what they're actually there for.

Arbitrary hair length rules always pissed me off. I was one of the top students at my Catholic high school, and the only time in my life I was ever threatened with a detention was when my hair got too long. I mean, it was a Catholic school - Jesus had long hair. Granted, he was a fictional character - but he was a white guy with long hair.

I definitely agree that the length of one's hair is arbitrary, but…
You have to set rules by what the area agrees with the most. If the city has more conservative viewpoints, that should be reflected in the school as well.
Long hair length is just the beginning of the very tight reins needed to keep dress code in check. Next is colored hair, or mohawks . The list is endless in ways that they can break the dress code. So as to not distract kids from their studies it is important.
