Wrong.
All the violations I listed fall under title 14 (criminal law).
Title 32 (motor vehicles and traffic regulations) is not applicable to private property.
I was responding to the statement that they could "write an accident report." I realized it also said "they could write a ticket."

My kid got hit in a parking lot by someone without a license driving someone else's car and neither had insurance. My insurance handled it. Let yours handle it.

File the claim with your insurance. You'll be out of pocket your collision deductible. Then your insurance will deal with State Farm and subrogate to recoup the money they paid out on the claim and get your deductible refunded back to you if/when they successfully subrogate.
Best thing you can do in a parking lot situation where policy won't come out is to get plenty of pictures (preferably before the vehicles are moved) and video if possible of the other guy admitting fault.

Update - I looked up the LLC on the policy and called the Agent after some googling of his name.
Good ole baw said his employee did let him know and the guy riding with him was his daughters bf. Asked me to send over my contact info and he'd talk to his local guy that wrote the policy.
I also called State Farm back who apparently hadn't called anyone because they didn't have the guys number on file.

Pretty sure most companies won’t directly penalize you for a no-fault collision claim. However, you’ll be out your deductible and there are other levers the companies pull to move some of the risk into your premium.
That said, you’re by no means screwed unless you don’t carry collision coverage. Even then, I’ve got to assume the damage is about $750 and 2 days in the shop.

Surely Op has the idea to ask the place for a video copy of incident
BTW, an unlicensed driver was enough for cops to show. He also has passenger ID, insurance information, and witnesses.

In Alabama here each driver covers his/her/it/multi letter costs of repairs if the accident takes place on private property.

I policed for two different departments in two different states. One department operated like OP's police, the other was an info only report. In neither case was a UMVTCR filed. The second department only recorded names, VINs, date/time and a short narrative.

Private property crashes are civil matters. The agencies that will write them only do them as a courtesy. Two baws backing into each other on property where traffic laws cannot be enforced is not the cops’ problem.

On private property, it’s often referred to as an incident report & not a police report.

How screwed am I? Should I involve my insurance? My vehicle is brand new and its probably 2-4k in damage I'd assume. Any insight would be greatly appreciated.
Hope you got lots of pics of the accident with his plate visible and damage to both vehicles. Let you insurance company handle it that is why you pay them.
