You’re screwed if State Farm is in anyway involved. They and their attorneys would frick their mothers just to save a buck, even if their moms weren’t at fault.
Good luck, and never use State Farm.

hit and run can get police involved.

Insurance companies pull this bullshite all the time
Insurance companies can suck, but this is more on their policyholder either not reporting the incident or not responding to calls and letters. At the same time, with all the spam calls how many calls from numbers you don’t recognize do you answer?

Not sure if its been posted yet but on private property where there is no traffic control its every man for himself. You will each likely have to pay your own repairs.

I don't know how many times I have been asked this over the years by clients, family, friends, and randos at parties. The answer is if you have collision and comprehensive just call your insurance and let them do what you pay them for. That is exactly what I do.
This. no one wants to listen though

This doesn't make any sense. They didn't do an accident report because it was private property? That's just a shitty/lazy cop.
Former LEO here...
No, this a dept. doing what you're supposed to.
My dept. (unfortunately) catered to this BS. I went countless times to literally write each person's info on a form and then hand it to the other person. Waste. Of. Time.
Cops/Sheriffs/Troopers do NOT determined FAULT. They write tickets for traffic VIOLATIONS.
In LA the only applicable traffic laws on private property are: OWI, Reckless Operations and (I think) Hit and Run.
Thats it. The guy (with persuasion) stopped and gave OP his info. There was nothing left to do.

The answer is, you better make sure the damages paid will be worth the future rate increases.

Cops were wrong to tell you that. They cannot write the other guy a ticket, but they can write up an accident report.
They can. They don't have to in most jurisdictions, though. A few may even not allow it.

You will be fricked with a reported accident and increased rates either way.

None, but the legitimate ones leave a voicemail, then I return the call. The insurance company manages to get in touch with their customer when they want their premium. You sound very naive.

Your insurance may classify it as a hit and run, go through your collision coverage, you pay your deductible, and it won't count against you.
... IF you have a good, legit company. One of those fly-by-night companies and you're probably fricked.

Now State Farm is saying they can't get in touch with the policy holder. It's been about a week since I opened the claim.
About a decade ago I had a similar issue except that the police wrote a report as it was on public property (the courthouse parking lot). I contacted my insurance company, they contacted his, his company tried to contact him but he refused to respond. They (his insurance) ended up paying to have my car fixed.

As others pointed out, go through your insurance. You will be out of pocket the deductible, and once they collect you will be reimbursed. It's not worth your time to continue to pursue because you will eventually get to the point of aggravation that you'll just saw F it and move on.
If your insurance raises your rates because you filed the claim, time to move to a new insurance company.
Ask the gas station if they have outdoor cameras. Request a copy. If they refuse, talk to your insurance adjuster and they may have better luck.

I fought mine and won.
My company insurance wanted me off MY policy after I was involved in a hit and run. I fought it and the trooper eventually arrested the driver. They also didn't raise my rates last renewal.

Wrong.
All the violations I listed fall under title 14 (criminal law).
Title 32 (motor vehicles and traffic regulations) is not applicable to private property.
