I'm sure teenage boys have been releasing pheromones since the beginning of human existence. That's not anything new.
IMO, what new is western society's "delayed adulthood". 30, 40, 50 years ago the maturity gap between you average 25 year old and average 16 year old was pretty vast. Now, you have 25 year olds who are incapable of "adulting" and are more childlike than 25 year olds just a few decades ago. That is combined with the fact that most teachers don't really experience societal adulthood as quickly as non-teachers.
Think of the usual journey to becoming a teacher. 8 years of elementary/junior high school, followed by 4 years of HS, then 4 years of college, then into teaching children. You never really leave a world academia or a place where kids are not a big part of the workplace. You just become older "kids" So some (not all, of course) of teachers see themselves maturity-wise as being closer to 16 year olds than a 35-40 year old who has been in the adult work world for well over a decade or two.
If that line is blurred, the "hooking up" with someone you see as within your maturity level doesn't seem as outrageous as it would to a 25 year old who is often one of the youngest people in his/her office, plant, factory, industry, etc.
