Addiction sucks. Tell him to dive into hobbies and be active. Tell him to join a gym, rec leagues for sports, or join a running club to meet people. These are the type of people he wants to be around while in recovery.
As far as Baton Rouge, Hooper Road Park has decent mountain biking trails if he’s into that.
I have a family member in recovery, and being active saved him. Stay out the bars it will only tempt him. Good luck.

He’s right. Even Tyrann Mathieu needed to move away from his old crew to get himself straight.
And don’t be swayed by those saying it’s a bad thing to be roommates with former addicts. What’s more important is the level of commitment by all. Don’t forget that even former counselors are very often former addicts themselves. Group counseling requires group participation among former addicts. It might be a good thing to be living with a support group like that.
But definitely be concerned about the neighborhood. Looking forward to you sharing more details about location.

Avoiding drugs/alcohol while living in proximity of possibly the two best party cities in the country is like trying to practice abstinence in a whore house.

There's two country clubs in town: CCBR and CCLA. CCBR is in Mid City around Government, Bocage, and Essen. It's close to a LOT of great areas of town, and a few meh apartment complexes, that have relatively easy access to campus on gamedays.
The other country club is CCLA. It is out on Highland Road near I-10. It's pretty far from LSU, though it has multiple direct paths there. This is a very ritzy, snooty, suburban neighborhood.
If your brother is into drugs, BR is a bad bad bad bad place to be. Everywhere you go, people are doing and sharing drugs. It's not even really frowned upon, it's so ubiquitus, especially weed and coke. It is extremely frowned upon to not be drinking, so if he's the kind of addictive person that can't drink or else risk relapse back into drug use, this is a very very bad place to be. Literally no social activities in BR with people over the age of 16 don't involve alcohol.
As for advice, mine would be to pick his crowd carefully to make sure they're not the sort that will lead him back to relapse, but to not be afraid to embrace the city. BR can love you back if you invest effort and time into making friends and finding your clique in the bar scene. BR is pretty cliquey, especially for people who aren't from here, but most of the cliques are relatively welcoming.
If I knew more bout his hobbies or interests, I could be more helpful.
