That's New Orleans. Baton Rouge actually has some of the highest quality tap water in America.

That's just the Wienerschitzel north of LSU. The real smells to get used to is the Gardere Sewer plant on the south side and Exxon on the north side.

If I had to give him any advice, it would be to move away from the South entirely. I understand this is likely met with a lot of volition, but a recovering addict needs positivity in his life, and a single person alone in Baton Rouge with former addicts is not the move.

You can't run from who you are, but a different, positive environment is paramount to changing bad habits. It will be extremely easy to slip back into bad habits anywhere in Louisiana, Mississippi, Alabama, Georgia, or Florida. Anywhere he goes he will need to be strong internally, but I cant think of a city in those states where trouble isnt a few hundred feet away.

He needs to go to am economically booming area with opportunities unavailable in Baton Rouge. He should search for somewhere with relatively decent weather, as well as a decent parks system. Tell him to volunteer when he feels he is in a space where he feels he can start helping others.

If you can at all convince him to leave, do it. Its unlikely but thats the best option. Its very easy to list all of the shite that needs to be done, but the motivation to do all of those things will come easier in a more conducive environment.

Nothing against your brother but why Baton Rouge? There is a decent recovery community but it’s nothing compared to other areas in the south. Lafayette has a huge one as well.
