Is it protecting against surge or wind? If the bales get water logged from rain they might hold and block some wind. It won’t do shite against flooding

The cone hasn’t really changed much since Sunday. If people haven’t/aren’t evacuating it’s on them not JBE.

When I posted that Cantore was live and they were showing an aerial flyover of I 10. One direction was completely bumper to bumper whereas the other was wide open
