Whether or not this is a false flag, or russian security intentionally ignoring advance intel, or incompetence they may opportunistically use it to justify future escalations.

Details: Medvedev added that terror is the only response that terrorists understand. No trials or investigations will help unless force is met with force, and deaths with mass executions of terrorists and repressions against their families.
Medvedev claimed that this is "global experience".

A shooting incident occurred prior to a concert by the band Piknik at the Crocus City Hall in Krasnogorsk, Moscow Oblast, on the evening of 22 March. Early reports say at least 40 people are dead and 130 injured.
Defence Intelligence of Ukraine (DIU) stated that the terrorist attack was a deliberate provocation by Putin’s regime that had been anticipated by the international community.
The White House said it saw no evidence of any Ukrainian involvement in the attack, which has claimed the lives of dozens of people.
Mykhailo Podoliak, advisor to the Head of the Ukrainian President’s Office, has stated that Ukraine has nothing to do with the attack.

What? Of course it makes sense. That's what ISIS does.
Big terror attacks prove that they (and not Al Qaida or other groups) are the ones most devoted to destroying the corrupt countries outside the will of Allah.
The result of this attack is that more young crazies will join ISIS so that they too can get their virgins, and older crazies will send them money.

Ukraine has not intentionally attacked civilians. This is not their style at all. Putin has done a false flag attack on his own people before and no doubt there are other bad actors with an axe to grind against Russia.

Striking Russian refineries makes a lot of strategic sense, which is why the master mind of the Afghan withdrawal doesn't like it.
