A neighbor could paint his house purple, let the weeds grow up to the roof, and it would have zero effect on the surrounding properties resale value.

Yea, that's definitely not true.
I 100% live in a neighborhood right now that you just described. I've also lived in 2 that are nothing like you described, all 3 had HOAs.

Or OP could attempt to get an exemption if it's close. If it's 10' to close they probably won't budge but if it's a foot or so they may.

HOAs are the exact reason why I moved to an area where the only thing visible of my property is the end of my driveway and my mailbox. frick their dumb rules and nosy people all in my business telling me how my property is supposed to be managed. frick right off.

I wasn't trying anything, just stating an opinion. Weekly, there are stories posted about horrible HOA's - perhaps you should start a website or a thread explaining all the good of structured, orderly homogenous communities.

How long has the fence been up since they complained? How far do they want it moved? What documents do you have or exist that discuss fencing? Fence company ask any of these questions? Did you use a fence company?
