Q: How is a new city formed?
The Lawrason Act provides the provides the constitutional process to incorporate a city.

Under the Lawrason Act, a petition must be circulated and signed by 25 percent of all registered voters located within the proposed new city. Upon completion of the petition with the requisite number of signatures, it must be submitted to the Registrar of Voters for certification. The next step upon certification is submission to the Governor, who has the responsibility to call a special election in which only the registered voters within the proposed incorporated area are eligible to vote. If a majority of those voters vote "yes," the measure is passed and the new city is born.

STG can only include areas that are not already incorporated. The areas that remain in STG limits were those that were favorable to the movement last time. If an area did not want to be included, based on last times response, they were not. The new city says they do not want to force areas in that were not interests.

Yes, but that isn't what this petition is about.

An ISD would be the next step.

I don't agree with that, either. Again, why should the good and fair people of my community have any say about the schooling of the good and fair people of that community?

. As it should. If the people that live within that area as a majority want to form their own city there is no reason why they shouldn’t be allowed to.

I was against the idea the first time and this time I'm for it. Enough is enough of having pathetic schools, poor leadership in BTR.

They see how well the fabulous ISDs in Houston are doing and to have something nice as well.

I agree, but since the state supports secondary education so much; I guess the state gets a say so about a local issue.

huh? There's an online form you fill out so they can check your address and voter registration is in the proposed area. Why not just sign it online?

For incorporation of a municipality, only registered voters in the proposed area are allowed to sign the petition and to vote in the election. Once the petition is certified by the Regitrar of Voters it goes to the Governor’s Office and he calls for an election.
