This will get better over time. Companies are already implementing closed-loop systems, which significantly decreases the amount of water used.

Many do this, and more will continue to do it. However stuff like this takes a long time to plan and develop, so some companies don't want to do it to slow down the project.

The funny part is that no one in parish government is smart enough or informed enough to intelligently debate anything the clowns are dreaming up. And they’ve still been unable to pass any sort of ordinances or zoning maps to protect property values of nearby residential areas, despite arguing over it for years now. Lotta clowns these days.

The optimal solution is to have them far away from all commercial and residential areas. Thinking you can just throw a hyperscale datacenter in the middle of a walmart is pie in the sky thinking.
