If you read the verdict, my understanding is the line was crossed once the rooftop owners started charging folks to watch the game.
When I was a kid, watching WGN, they’d show people standing in the rooftops watching all of the time.
I think it became an issue when the seats were built and people were charged.

What percentage of the clock was killed by the offense before scoring on average?
Your defense might give up the lead more often because you’re scoring too quickly or getting stopped for a FG when you could’ve killed more clock.

That escalated quickly.
I took it as him being curious if divisions are no longer commanded by O-8s and are now commanded by O-7s. No different than when the Air Force transitioned to colonels in wing command instead of BGs.
