Mine is the shoulder thing. People apparently are not supposed to do this in Louisiana. It is very common and strongly encouraged in Texas. You use the shoulder to let others pass you or use it as a turning lane.

People who only very gradually merge into the next lane in slower traffic for a turn, thus causing a big line of cars to aggregate behind them when their arse is half in/out the lane. The proper technique is a sharp turn of the wheel (sometimes even causing the front of the car to go to partially through the other side of the new lane) so that the car exits the old lane ASAP.

I passed someone while they were trying to turn left across traffic on highway 61 in st Francisville. I waited what seemed like a eternity, pulled around them on the shoulder. Local deputy gave me a ticket for driving on the shoulder. I wasn’t driving I was passing.
I was so pissed I put a X on the ticket where you should sign. He refused to accept the X.
I mailed them a check to cover the fine, they mailed it stating that it needed to be cashier check etc.
I never got around to it.

I feel like all of my gripes have been discussed enough in this thread already.
My addition is people who use their high beams on foggy nights. It doesn't help anything, all it does is illuminate the fog even more and blinds other drivers.
