It is a good number. When you consider the low standards as it is and that in most cases high household income equals more parental involvement....well you realize that is a good number.
To be honest though, Deinse Marcelle does not care about that number, its more about skin color for her. Thats the real issue.
and tops was never started as a low income scholarship. It was created to help stop the brain drain that was happening so much. Problem is, it just delayed it.
The problem isnt the students are leaving after graduating, the issue is the fricked up state government and overbearing corruption and red tape that has screwed our economy for years. Until you fix that....there is not hope for this state.
Also this state has a huge culture problem in the lower middle and lower classes no matter the race. A culture that frowns upon educational achievements and advancement. 100% not a race issue on this.
Now BR, Nola, Shreveport and parts of Laffy & LC have culture problems in minorites. Especially BR and Nola and the embracing of thug culture.

They could get rid of TOPS if they increase the funding of the universities to the point that tuition goes back down to 1980s levels. Then kids could actually work their way through college again.

TOPS is not a need based program. It’s an achievement based program. Changing it to need based would be a bastardization of the entire thing. Just increase the requirements significantly. “Wealth” should not be a factor

Not really. It was created as a means to encourage more to attend college in a state where so many parents didn't stress the importance of higher education. It's secondary purpose is to encourage college-ready students to stay in Louisiana rather than leaving.
I could probably argue that it has been more successful in its secondary purpose than its primary purpose. If parents knew that college tuition would be covered, they'd try to stress education a little more. If that were really happening, raising the standard for TOPS beyond a pathetic 2.5 GPA and a 20 ACT wouldn't be so controversial.
It's not need-based. But it has benefitted thousands and thousands of people who otherwise couldn't afford to attend a university.

Hahahahah that’s funny. With federally backed student loans tuition costs are never dropping and with all the new technology costs required to go to college, kids cannot work their way through school anymore without superhuman effort and parental support.
Just look at how expensive rent is around campus, look at how car insurance has gone up, look at how you now have to have a computer and internet in addition to water and electricity. There are so many more things now you HAVE to have and they are expensive.

TOPS May only require a 2.5 GPA but y'all forget that the required courses are not easy. A class beyond Algebra II is required as well as Chemistry. I know one of my kids ain’t getting it.

It's amazing how the lowest possible standards are always considered too high by the same group of people.
If you can't get a minimum of a 2.5 GPA at a public HS in LA, you're borderline retarded or just don't go to school. I'll forgive not being able to make a 20 on the ACT because the school system is so bad.

To be quite frank, your child not getting it doesn’t sound like college material. I’m not saying he’s dumb, I’m saying a trade school or community college would better serve him than LSU
