When Pat Taylor was personally funding this, affordability was a requirement.

When the state took it over, it was no longer a requirement.

So, what you’re saying is that he knew that he had to take “a" class beyond Algebra II and Chemistry to get TOPS, but this f*cking Einstein didn’t meet those known and simple requirements.

I’m perfectly fine with this f*cking idiot not getting TOPS. In fact, if he’s stupid enough not to take the required courses that he knows he has to take to obtain TOPS, he’s really is too f*cking stupid to be given any money to go to college. It really sounds like he should reevaluate whether or not he belongs in college in the first place.

Patrick Taylor's original intention was that it would help kids whose parents didn't save for college be able to go to college. Mike Foster got it done based on your statement above. While the program is named after Taylor, it would have never gotten passed, at least not at that time, as a needs based program.

If you ever wanted to understand the populist model, look at TOPS.

People have decided, "I pay my taxes... I want my handout too!"

It's a little more nuanced than that.

Parents stay involved in their kid's schooling to ensure requirements are met, keeping your kid in-state is generally cheaper, you see them more often, better chance they stick around after they graduate.

I'd rather see the program die than it become another handout to the dregs of society. If "poor" students can't meet the requirements of the program then 4 year college shouldn't be in their plans anyway. There are many other programs available for poor students to pay for college. We don't need another one.

I'd make the requirements much higher, AND add a means testing to it.

Otherwise, you aren't far off from Bernie's free college for everyone.

The problem isn't that poor people can't get TOPS. It's that she wants TOPS money to go to kids who don't have the academic chops to go to college.

She needs to be focusing on high schools and getting them to better prepare kids for college.

First, I'm not too sure about that given the name of the poster......

Second, if, as I suspect, this person is a teacher and his or her own kid didn’t take the required courses, I sure as hell wouldn’t want my kid being taught by this person. Because in that case, it’s the parent who is the f*cking idiot for not making the child take the required courses to get TOPS. And, if the kid wasn’t bright enough to take “a" class beyond Algebra II and Chemistry, then again, I don’t think the state of Louisiana needs to be giving them a full tuition scholarship to college.

It see that would actually be difficult and would call for individual responsibility and agency. It’s a lot easier just to throw cash at people and say “Vote for me. Look what I gave you.”

70k a year household income with kids is still pretty damn poor.

ETA:

I'd be ok if they said 300k a year and up being the limit if they also did the following:

- Require the graduates to stay in Louisiana for 5 years post grad or else they pay it back
- Remove all race slanted affirmative action rules
- Make it based solely on GPA and test scores

Right... but TOPS was never intended to be needs-based. It was intended to help keep our best students in-state.

The Taylor Plan had an income cap for the first 8 years of its existence.

The whole keeping kids in state thing has been a complete disaster if you’ve been paying attention.

frick Denise Marcelle. This is a bullshite story that needs to go away. TOPS is literally available to everyone, you just have to qualify. Qualifying and wealth don’t have a causation affect.

Income should have NOTHING to do with TOPS.

The real problem is all the income based pell grant waste to idiots who have no business in a college classroom.

Where have you been? Thanks to systemic corruption, unfriendly regulations and licensing on business, piss poor public education and the culture around importance of education our best and brightest already are leaving for good.

As one other poster mentioned, the LA schools now use TOPS as a reason to not offer scholarships to in state students and we are already being lapped by places like Alabama, UT, and Arkansas.
