From what I can tell all the in state schools have just reduced the scholarship offers to account for TOPS. For 4 years of schooling.. my child was offered 100k from AL, 70k from AU and 18k from LSU. I know a lot of that is the out of state fees. It would be nice if LSU were to offer the same merit based scholarships as other schools so we don't have the unknown factor of when are the legislators pull TOPS from us.

those in families with incomes of $50,000 per year and less account for 41% of the total

TOPS is not a need based program. It’s an achievement based program. Changing it to need based would be a bastardization of the entire thing. Just increase the requirements significantly. “Wealth” should not be a factor
These retarded politicians don't look at things like this from a fact-based standpoint. They look at every fund in government as a pile of cash they can give to their constituents. This fund is no different.
These two retards in the article are the perfect example of why this state will be in total shambles in the next decade or two. We've got barely literate mongoloids making financial decisions when, in reality, no reasonably intelligent person would trust them to run a lemonade stand without fricking it up.

At least, change the program to a 4 year forgivable loan that is forgiven after completion of a degree and 3 year of paying income tax in Louisiana.
I'm okay with some form of this. Even though I'd have been screwed.
I used 4 years of TOPS, then left the state for three years. I had a job offer in Louisiana, but took an out-of-state job instead. If I'd have been facing the possibility of having to pay back the tuition/scholarship, I'd have taken the Louisiana job.
Eventually I made it back to Louisiana, thankfully. But my life/job would have played out very differently if that stipulation above would have been in place.

This lady is such a fricking moron, a family with an income of 70k a year is a perfect use of TOPS. It's 20k above the measly 50k average of our state

Would a family of four qualify for pell grants at 50k?

Tuition is 100% free at most of the top universities at that income level.

The minimum is too low, in my opinion. A 2.5 GPA and a 20 is hardly trying for an intelligent student. And if you have to bust your arse for that, college isn’t for you, and there’s nothing wrong with that.

Some people have trouble with the ACT
But I'd say at least move the GPA requirements up to like a 2.8 or something

Is this one of those "I'm not good at taking tests" situations?
ETA: a 20 on the ACT is a pretty damn low standard

there are plenty of ways for those below her magic number to pay for college... gi bill... national guard... etc.
Remember there was a thread not too long ago that Biden was threatening to cut the GI Bill
What's funny is there were some politicians looking at cutting Pell Grants which would help some of those students she feels are left out by TOPS

That' my entire point. We keep educating people, and they leave. We don't get any benefit from it.
If you want to leave, leave. Just pay us back.

Yea, all those higher income families need to pay for their kids to go to college and someone else's through higher taxes.

What is the median household income for households that have a college aged kid? That's going to correspond with most people's peak earning years.
It seems disingenuous to use a broad benchmark here. A couple of newlyweds with a starter home are going to earn less money than they will have 20 years later when they have a kid applying to college. The same is probably true of empty nesters who are retired and living off savings/SS/pension.

Rep. C. Denise Marcelle, D-Baton Rouge, said while TOPS was initially launched to aid students who could not afford college that is not happening. "How did we get from the intent to what we have here, that it is just the opposite?" Marcelle asked.
I thought it was launched to try and keep our young talent in state, didn't think it had anything to do with affordability

It's partially funded, I think you need to be under $30k to qualify for full funding. Capped out at $60k

If you ever wanted to understand the populist model, look at TOPS.
People have decided, "I pay my taxes... I want my handout too!"
