Most students will be 22 when they graduate and know if they want to stay in the state.
Yeah but they don’t accept the money when they graduate college at 22. They accept the money when they graduate high school at 18.

However it would be Louisianas responsibility to have enough jobs to support those students. If not let them leave without any charge.
Who determines whether there are enough jobs? Do they just comb through LinkedIn listings or does the state now manage the hiring process for TOPS grads? Is LWC involved? Who determines whether the available jobs are close enough to the student’s major?
Imagine being a PETE graduate in ~2015 or so, finding an out of state job, and having to choose between paying the state $30k+ or flipping burgers for two years.
It’s a mess and not a workable solution IMO. I, for one, probably would have just gone to school out of state if that were the deal. And it turns out that I’ve worked in Louisiana (at least based out of LA) since I graduated.

If we are looking at decreasing state spending on higher education, let’s put everything on the table including some of our worthless money pits masquerading as colleges and universities.

I'm confused about what you think "merits based" means.
SPOILERS BELOW
Because it typically means academic achievement, i.e. Grades.

I thought democrats hated college students being straddled with large student loan debts by the time they finish school? TOPS literally prevents thousands of Louisiana students from having to take out huge loans to get through college. A lot of those families making $70k a year couldn’t afford to pay their kid’s college tuition anyway, especially if they have multiple dependent children.

The original Louisiana College Tuition plan funded by Pat Taylor was income restricted. The TOPS program replaced it in 1997 and has never been income based.
Correct, and beginning in 1998, the State rolled it's merit based scholarship program (Louisiana Honors Scholarship -top5% graduates) into TOPS at performance award level.

I was first tops class, 97 grad... didn’t come out til 98 but they grandfathered us in. My parents had saved the money, we didn’t “need it” but you’d be a moron to not accept

All you mofos need to cool your jets. Tops is gonna pay for my kids school in a few years and y’all can suck it! I paid my way through with help from my folks and by working. If we can pay for kids cell phones we can pay for my kids tuition. Jaxston didn’t get a baseball scholly.
