Screw that. Hire the best shark out there and sue the party bus company AND the person/company in the Penske truck.
Then If the lawyer is really good, go ahead and sue the bus manufacturer AND the Penske rental company.
Find a good doctor who can declare your daughter disabled due to trama and she can collect forever. I used to not be sue happy until I realized that the damn insurance companies are out to frik you every way they can if you try to do the 'right' thing. The biggest baddest lawyer firm out there will take this case on for nothing and your daughter will do nothing but collect checks. It's as god intended it.

The talk about commercial policies isn't always accurate just because it's a party bus. I've handled a couple of party bus cases, and I haven't had one yet that had a commercial policy.
The Penske policy is going to be more important, assuming they were at fault. Here's the problem you run into with a party bus (or any bus) case with lots of people on it...
You mentioned others were injured more than your daughter. Let's assume the bus has a 500k policy. If there are 25 people on the bus, that only leaves 40k per person, not including what the Penske truck may be liable for. Additionally, the insurer has no duty to issue pro-rata settlements; in fact, it's against the law in Louisiana to do so. That means, if you don't get a lawyer that knows how to handle these cases, you can get to the end of the case and be told, "sorry, we paid our policy limits already to other claimants. Have a good day."
Pick a lawyer you trust and let them take care of this for you. This case has lots of traps and is not for everyone.
Good luck. I hope your daughter recovers 100%.
