Because that's what we do in this country. Why tackle the actual issue that's hard when you can just make an easy mandate and say you "did something"?

It's our government at the federal, state, and local level.

I have a little pocket breathalyzer. I know it's not really accurate but it's probably close. I had a few beers and thought "damn I'd never drive like this" and hit the breathalyzer, .03. I'm a lightweight.

Any drunk driving restrictive device will be figured out how to bypass it.

Thus rendering them useless and ineffective.
Further, it will be something that will unnecessarily prevent a vehicle from running properly

I agree with this. Although no one wants to admit it, there is a large portion of the population who do not want to drive drunk, but also want to enjoy a nice evening with a drink before dinner and a glass or two of wine with dinner, and they do it. Go to a restaurant, a wedding, or an LSU tailgate. It happens everywhere. Not everyone wants to take a plain jane UBER as it may not be convenient for logistics or it has a bad image.

A guy who gets in a wreck just above the legal limit is thrown in the same cell as the guy 4X over the limit. Casual drinkers who flirt with the limit would want this option.
