I’m salaried, meaning I simply need to get tasks accomplished. My boss doesn’t care how much I work as long as my tasks are completed on time.

There's more shite to do that is "work" than what you can actually bill a client for.

I'm only paid for client face-to-face hours (was 1099 but now W-2, not salary). Or if a commercial client no shows/late cancels (we can't charge those fees to Medicaid folks who don't show/late cancel). So the hours in-between are non-paid hours. I just have a weekly quota I have to meet (and it's scheduled clients, not ones that actually show up).

IMO the large question is what kind of job are you working? I've definitely had hourly jobs in the past that I wasn't working non-stop for 8 hours a shift because of the nature of the job. There would be downtime during those 8 hours. I imagine that's common in a lot of desk-jobs to be honest.
For instance, say you WFH at a call center job. You might have a high volume of calls in the afternoon but not in the early morning. So you may have the freedom on the clock to do the things in the OP, but as long as you're answering your calls when they come then it shouldn't be an issue.
A lot of variables here.

And that 1 out of 7 should face the consequences for their poor work output. If their work output is fine, then I don't see the issue. You're paid for your deliverables or value that you add to the company, not your physical presence in an office.
If you're meeting your deadline and a top level employee and getting your shite done, I see no issue.
I previously had a WFH job with a smaller company, around 60 employees that was a successful company that eventually got bought out by a bigger company for a decent amount, and when we had "late" internal Zoom meetings like 4:30pm or whatever, it was common for folks to have a glass of wine or beer they were sipping on during the call. And this is upper management folks.

Oh no!
We better get them back in the office so they can be miserable and less productive.
We all know no one in the office goofs off.
Don't pay attention to the smokers who take a 15-minute break every hour.
Or the gossips who hang out in the lounge 20 minutes at a time.
Or the people who show up 15 minutes late every day and leave 10 minutes early.
Or the countless hours wasted on in-person meetings where there's no agenda and a whole lot of bsing and about 5 minutes of work per hour.
Or the people who scroll the web all day. Or those that just do it on their phones instead.
Blue-collar workers hate work from home because it's not an option but it's definitely the better way to work.

Despite the seeming distractions, two-thirds of the workers said they feel they’re more productive when free from office mandates.

They all say it only takes them 5 min to smoke. But it takes 10 min to get all their shite and their smoking buddies. Then they have to walk out to the smoking area. Then they smoke for 5 min. Then it takes them 10 min to go back to work because they have to stop by the bathroom and wash all the nasty smoke smell off. So a “5 minute” smoke break is really 25 min and they do that shite every hour or 2.
So glad I don’t have to deal with the trashy smokers any more.

Probably the same amount of actual work that was done while in the office. The difference now is that people don’t have to pretend to be working the other 4-5 hours.
