Considering those two guys equal a national championship and two Heismans, I don’t think the portal has worked out better for any program in CFB.

The portal is just a database of who is seeking to transfer. Transfers were always a thing, you just had to sit a year. Sometimes kids chose to or were directed to go to a JC to get some game experience at a little higher level than HS.
ETA: obviously that did not apply to grad transfers or if your program shutdown.
