There is absolutely nothing wrong with this. These are private companies with competitors. And the state is also competing with other states to attract them.
The secrecy is generally just for the negotiation period. It all comes out if the deal gets done.
This is one of those talking points the takes over social media that is nothing.

I'm ready to eradicate pit bulls and we’ve got dudes with lions behind chain link fences in their backyards.
I pretty high on the freedom scale, but banning individuals from owning big cats, poisonous snakes, etc, is cool with me.

Yea, someone is at least civilly liable. It's actually better that he was performing "official" duties, because that should put the city on hook. A K9 is a police officer. This should be no different than if a cop personally did this.
