I understand what he was getting at but can also see how it looks like he thinks the accord only affects Paris.
Of course the left is retweeting thinking they have a huge gotcha here.

I can't imagine how much more of a cesspool twitter is now that there's not many conservative regular folks on there anymore. Republicans are going to get ratio'd to hell and back on every tweet they makes now.
