You are armed with a pistol. How to stop a mass shooter if he's wearing tactical gear?

It seems that in a lot of cases, mass shooters wear body armor / tactical gear to protect themselves from gun shots. If you were a school resource officer, security guard, whatever, and only had a pistol, how would you stop someone with a better weapon(s), such as a long gun, and gear?

Body armor only covers the torso area. Shoot at his legs or head.

Shoot a fire extinguisher to blind him, then run up on him and dome piece, just like in the movies.
JK, I'd probably just try to get his full attention by firing at him center mast to save the lives of others. If I had an open shot aim for his waistline or head.

even with body armour anything from a .357 on up will knock someone down

Aim center mass and see where you hit him. Body armor or not. It'll still hurt. Then, head shot. Who knows, your first shot may hit him in the dick.

While body armor might stop the bullet, it doesn't stop the impact...

You do realize “tactical gear” doesn’t always stop a bullet. And even if it does, the bullet still has enough force to break bone.

Tactical gear (especially the stuff these yahoos have) isn’t like call of duty where it stops bullets and people charge through a hail of gunfire and keep doing what they are doing.
