That's what I was thinking of specifically. Why didn't these guys go down after getting shot multiple times?
If I remember correctly, at least one of them had modified their plates to have a metal plate in addition to the normal armor.
They also had modified their rifles to be full auto. Trying to maneuver someone shooting full auto vs. semi-auto is a different beast. Also, at the range the police were, accuracy is a bigger problem for pistols than power. If I remember correctly, Phillips was shot in the chest a few times but am I not sure how much they were actually shot on their plates.
Also, they eventually were shot enough that they went down (the Romanian guy bled out from leg shots).

Rush him from the blindside while he's firing so that he won't hear you coming, drive him to the ground, knock away the weapon he was holding, secure his arms enough that he can't grab another weapon or stop you from shooting him in the face point blank range.

buh head shot. First I shoot his trigger hand, then do a bad arse front flip. While i'm in the air I shoot his other hand, and then when I land he gets a double tap to the head.

A well placed shot will still temporarily incapacitate them, body armor or not.

Get close as possible. Pretty simple. Further away you are more dangerous he is and less lethal you are. If you have a rifle and I have pistol, then I am getting as close as possible to you so I can engage and have a chance.

Just engaging him with gunfire would help slow him down until backup arrives. You may not make it home.

That's why I was asking if it were just you or if you had a few others with pistols with you (the Parkland scenario).
You can maneuver on a single person if there are more than one of you, even with just pistols. You need to be quick and decisive, and violence of action is the #1 thing, but it can be done. If it's just you, your best option is probably just light suppressive fire to keep the shooter's attention until more firepower arrives. Make sure you're behind a good barrier.

You are right and I am right. The official autopsy report could not determine whether he died from his own gun or the shot from the officer who fired at the same time. All I remember was a documentary wherein a uniform patrol officer was credited with stopping him with a handgun. Nasty business either way. Which brings up another point. In almost every instance these mass shooters armed to the teeth and wearing body armor and combat gear are eventually taken out by cops or do themselves in? How did Cruz light up a school and walk away?

The situation will dictate the tactics.
I know that my plan if a shooter enters our Church is to simply rush him, possibly while throwing hymnals at him.
I’ll probably die, but I’d rather do it running at him than cowering in the corner.
If enough people rush him, they will get him.
