I think what she meant was, "Every dollar you pay in taxes instead of making some 'rich' person pay it means". blah, blah, blah, rest of quote.

Of course, in making that statement she's tacitly admitting that "rich" people pay most of the taxes currently, because she's equating tax cuts with disproportionately affecting "rich" people. The only way that could be true is if they pay a disproportionate amount of taxes (which is true).

But she's either too dumb to know that that is ultimately what she's saying, or she's hoping people listening are.

(What she doesn't know is that it's both).
