It has the tax free growth advantage of a traditional IRA and custody of the account transfers to the kid at age 18. It's a nice way to start them a retirement account without having to wait until they are 16 and have some income of their own.
The real benefit would be if you helped them pay the taxes after 18 to do a conversion into a Roth IRA and let all of it compound until they are 60 and have no taxes or penalties at withdraw.
If you did the $5k a year max contribution, converted it into a Roth as soon as allowed and let it compound until they are 60. They would be setup nicely for retirement even if they never make a contribution themself.

If you renounce your citizenship then you also give up your SS payments. That's why almost all retired expats don't renounce their citizenship. That and you never know if you might want to move back at some point.
