You can cut off the withholding but it means that the taxes are still owed and would need to be paid directly by the taxpayer and not withheld.
I don’t think she will be popular when the entire state of Maine has to start writing quarterly declarations.

How does the governor of Maine plan to prevent the federal government from seizing the assets of anyone who does or imprisoning them for non payment of taxes?
You can go to jail if you don’t pay taxes it turns out.

I actually like the idea of states collecting the federal taxes and then remitting them to the federal government.

so take on no federal withholdings on all Maine residents checks.....
....then at the end of the year, everyone under pays and owes alot of money to the IRS, with some having to pay underpayment fines......
