FIFA is admitting the ref/VAR didn’t follow protocol on giving the red.

We didn’t appeal this.

They didn’t change the rules. They used this previously for Ronaldo. It’s basically the FIFA version of an Alford Plea.

They don’t admit the red card was wrong but they essentially agree it’s enough of a gray area that a one game suspension isn’t warranted so they do a suspended probation period.

As others have said, if red cards happen in domestic play there is an appeals process that can get them overturned or suspensions lessened. FIFA doesn’t have that option so this is their alternative

It's odd. That's the made up on the fly part.

In any other league play, the normal procedure would simply be a review before the next match that can determine the red was given erroneously and any suspension rescinded.

They aren't changing any rules. They're using an already written one.
