What? This is stupid. HBCUs don't have the same financial resources. College football is an arms race and was so even before NIL. No one is suggesting that you're automatically good at football because of your skin color. But for a real look ignore college football and look at the NFL. Black people are over represented in the NFL. At the athletic extremes (not the average person you run into in the grocery store) they do seem to be more athletic.

The US military has an over representation by blacks especially in the enlisted man ranks. There are a higher percentage of blacks in the US military than in the general population. You are confusing college football with jobs in the US military.

Regarding Navy, a lot of the football recruits begin at NAPS (Naval Academy Prep School) in Newport, RI.
Almost every player is specifically recruited. Navy is not a bunch of walk-ons.

I was heavily recruited by the naval academy, for athletics. Not once did they discuss my future role in the military
