Well, lets say your city says that your next door neighbor only pays $1 in property tax but you, next door, have to pay $1 million. What is the basis for charging you so much more for essentially the same property?

It is a special tax against a specific set of people. These are generally struck down by courts. I assume you knew that, though. If not, do some research.

Depends - I am not opposed to Catholicism as a teaching principal because t the pope/vatican city and their commands certainly are more like a cult than just Christ teachings and celebrating God.
