It was a joke.

If I walk to the grocery store, I probably will be hit up at least once. Twice if it is at night, or during other busy foot traffic times. It is quite annoying, especially the same dude that I tell him I am not giving him money.

I don't really have a solution for the problem though. Banning panhandling won't make it go away. All it will do is force the cops to spend time arresting them, and then put them in jail to let them out shortly after.

And you can't really put most of them in shelters due to drugs/alcohol. Personally I liked atlanta's solution to the problem before the 1996 olympics, put them on a bus to Birmingham.

What Houston did seems to be working.

We shouldn't arresting them or ticketing them, but I wouldn't mind a policy in which the police immediately take them and drive them to a shelter.

he is doing Heroin (i think), not drinking. Although he is black. I have never seen him with a drink in hand. And one of his friends he hangs with is always drinking a beer.

The only city that probably has more beggars than were I live is probably Los Angeles.

L.A. is full up with takers, but I hear San Fran and the whole bay area is worse.

10 or so years ago Louisville, KY had a big beggar population. Never figured out why L'ville was attractive to them.

The laws on the books just need to be enforced. It's so bad in Nola between in the CBD and Warehouse District. Let's not even talk about the tent city under I-10.

Some of them are ballsy, too. The other night I was running around the Bayou and some bitch was panhandling people who were running/walking/biking.

She tried to obstruct my path while simultaneously screaming " 'scuse me, I can get some money?" frick off a million times.

A) No, I'm not giving you shite. B) Who runs with their wallet or cash?

Had this fricker walk up to me yesterday as I’m approaching my truck in the parking lot. He waves me down and he comes pretending to be talking in a cell phone. Starts the classic “my car is out of gas” hustle and how he has a grand baby blah blah blah. I stopped him and asked what did he need. He said a few dollars. I told him I have no cash, what else can I do to help. He literally turned around and walked away without even acknowledging my offer to help. These dumb fricks think come up jaundiced and smelling like alcohol and think they can lie to me—and I’m supposed to help them?

The best approach: make it illegal to give to them,in certain areas.

If you think you want to give 10 bucks,but the fine for that is 500 bucks,you might think twice.

And have some undercover bum cops.

The effect of the decision in Pappachristou has been that local governing bodies gave up trying to craft vagrancy ordinances. If you read the history of the decision, you’ll find Douglas wanted to create some constitutional “right to wander” and Brennan backed the vagueness rationale. So, you are correct. But, in practice, it has resulted in the situation I mentioned.
