the conservatives here in SD had a tent city set up for them with medical showers food etc and then the lib morons nixed it and then released 8k felons to the streets as a bonus

You must have one of the worst ratios of arrogance to cluelessness I've come ever across.
A good number of the panhandlers already have homes and shelters, for starters. In larger cities like Chicago and New York, they take the trains or other public trans to nearby tourist from the place they actually live or shelter to places with busy foot traffic and tourist areas. They are, in effect, professional panhandlers.

Last year Houston City Council passed anti-encampment and anti-panhandling ordinances. Anyone who impedes the use of a Houston roadway, or blocks a sidewalk or building entrance can be charged with a misdemeanor. Individuals who need shelter are being taken to such places.
In addition, the city has plans to house 500 chronically homeless people and to construct alternative, professionally staffed "low-level" shelters under highway overpasses or on private property. These outdoor spaces are intended to help accommodate people who are unable or unwilling to go to an indoor shelter. It appears to be helping.
FYI homeless population in Harris County was roughly 3,600 in 2011 (according to the Coalition for the Homeless) and is now down 57 percent.
This is a local government issue, not a federal one.

Hey, I am all about the working man getting his, but the externalities these folks are having are incredible. I live right next to a major train station and a high-end shopping district with a lot of foot traffic. The panhandlers are fricking everywhere around here, and it's hurting both the businesses and general quality of life. People don't want to deal with that shite every twenty steps.
I get that many are mentally ill and addicts, but many are not. This is their job. Put the mentally ill and addicts in shelters and get them help, and say frick off to the rest of them. Eliminate the economic incentive for them to do it.
And a place like Chicago only hits peak capacity in its shelters a few months a year. There is plenty of space for them already.

That may have been true years ago, but now most of the people panhandling are able body people of sound mind and health. There's an entire subculture of these people.

I once had this cracked out black dude yelling "frick white people" on the bus. He sat behind me and spit on my neck. Only when I stood up at my stop did he look up at me with those bullshite puppy dog eyes and ask me for a dollar. I told him to go frick himself and bailed.
Come to think of it I haven't given anything to beggars since then.
