What would stop Nvidia from establishing their HQ overseas? They already manufacture all of their chips out of country.

The manufacturing company I worked for 20 years ago wasn't allowed to sell to certain countries, and there were restrictions on several more.
My friend works for a defense contractor, and they have to strip off components before the planes can even be sold to our allies.
The H100 chips were already banned from being sold to China.
You don't know what you are talking about. It's common practice to not sell critical components to foreign countries.

If it is national security then the President of the United State can tell them whatever need to be told to them. Business plans change. Just as my investment in Nvdia.

Countries have been negotiating with the U.S., but were not before getting punched in the mouth first. Easy to ignore request of negotiation if you don't believe there will be no consequences without doing so.
