it's the pattern I just spoke to above. It's the new strategy. They start with a position they know is disingenuous and then pretend every time it is explained to them that it isn't explained to them.
After several of these rounds they just run off. Then start the process over again.
They see this as strategy rather than the pathetic position it actually is.

Whether it has taxpayer funds or not it still has to get through the Senate. Otherwise Iran is not going to sign it because they got burned so badly by Trump the last time they agreed to a deal with the USA.

Of course, as has been explained many many many times, Gulf States in this instance refers to Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE.
