It's a very rational, common-sense bill. Unfortunately, since the gun lobby owns the majority of the U.S. Congress, it will go nowhere. Paul Ryan says "prayer works," so I guess that means we won't have any more mass gun shootings of the innocent. What a relief.

The purpose to the clause does not qualify as a limitation to the following clause. you should try reading some time.
