They probably aren't wrong; she was probably just trying to run, but you can't drive through an officer to do it.
The bigger issue with their statement is that they are basing it on what happened after the fact with multiple video angles, but in the moment, he doesn't know if she is turning towards him or away; he just sees the car coming at him and hitting him.
For me, the thing that clinches it is that nobody was behind her. If she simply wanted to flee, she could have continued backing up and away from the officer in front of her. She did not have to drive into him, but that is what she chose.

I will concede my post was not very clear. I find the scenario of getting “hemmed up” by LEO (hence my reference to obstruction) for just peacefully observing plausible. Deadly force? I admit that’s a bridge too far
