I am sure a lot of LEOs have to be careful about their actions, justified or not, for fear of reprisal due to political pressure. Probably why the first cop risked his own life by not shooting. Yeah, idiots don't realize a fleeing felon with a weapon is a dire threat to life. Trash was taken out before another innocent victim could be killed/injured.
