You are well and truly stupid. If the document didn't have anything to do with official government business it wouldn't be a pubic document , it would be a private document belonging to James Comey. Your statement otherwise is a contradiction of itself.

His memo to himself was exactly no different than if someone takes minutes of a government meeting . That is part of the public record, it belongs to the government, or more precisely to the voters .

This is unquestioned. The only real question is , is it it illegal to independently publish them? I tend to think not because as Comey himself said Trump wasn't under investigation so it's doubtful they were part of an investigation at all , they didn't contain anything classified, AND POTUS had not exerted executive privilege on the conversations.

Those dumbasses just couldn't keep their mouths shut, and now this whole thing is going to come back around on them.

I think it might also be interesting to find out why the FBI never actually obtained the hacked DNC server.

So at some point Comey made the decision to take that memo from his government computer and leak it.

The memos belonged to the FBI, this is indisputable. I could EASILY make a case that Comey stole the documents from the FBI . It probably wouldn't be worth a federal charge, but he DID take documents that didn't belong to him.
