Without knowing the particulars here of the goal set, and understanding the rank dishonesty of the media, I wonder why the singled out discretionary as making this goal "impossible". As if cuts/freezes/waste reduction could not come from the much larger mandatory buckets as you've mentioned. The WH will obviously have more limited ability to force those kinds of changes, but there's plenty to work with.
Frankly, IDGAF if they miss this "goal" as long as something meaningful is done. The alternative was zero waste reduction and zero spending cuts.

1/ because is the single largest government expenditure. See the graphic SFP posted. You can cut ALL discretionary spending and... you still run a deficit. That blue band... has to be cut. It's simple math.
2/ because of this...
3/ because the government "borrows" from the SS "trust fund" to pay for current liabilities. The idea that your SS contributions are some sort of separated funds is... a myth.

Looks like congress needs to raise the Medicare portion of payroll taxes. The SS side is and has been totally sustainable.

Not to mention it's not practical at all to take the DOD to 0. I think the DOD needs to be cut significantly but that might be more like a 20% cut.
