I believe ole Bill Clinton tried to do this.
Clinton proposed a tax on 'unrealized revenue.' IE, if you had your house plus a mobile home out on the lake for fish trips then you could have rented that camp for $1K a month. But you chose not to rent it. So, they tax you for income of $12K a year that you don't actually make by refusing to rent your camper.
The Dems in Congress refused to support it for fear they would get crushed for re-election.

The US taxed indoor staircases
Some states taxed you on the number of rooms in your house including closets. That’s why armoire’s were so popular.

They're trying to force elderly Aussies out of their homes and into tiny apartments to make room for Achmed and his 8-child brood.

If there’s a shortage of supply of bedrooms in Australia then they need to rethink their policies. There should be no shortage in that regard in a country with as much open land as they have.

When Louisiana was a Spanish colony Spain taxed indoor staircases and closets.

If the Dems would have stole this election you would be getting ready to write the check in a few months for unrealized Capital Gains on your property. More Obama shiit

That is a home office, not a bedroom. We just happen to store a bed in there.

I used to have a three bedroom house. Now I have a one bedroom house with an office and a meditation chamber.

Man I really hate that country now. Back in the 80s and 90s I wanted to move there.

If they AIRBnB those rooms (like AIRBnB was in the early days), are they then considered occupied?
