The difference is that the Tylenol deaths were in the 80s and this is 2019.
If the tylenol deaths were April 2019, the board would have a massively different attitude to someone spreading their bodily fluids (diseases, viruses, and germs included) into consumables at a retailer.

You obviously do not remember the tampering with Tylenol capsules with Cyanide. This caused several people to die. This girl now has encouraged people to tamper with food products. She needs a felony charge against her and jail time.

It’s not that hard to not get in trouble like this. Why should we let this slide? She knew better. She still did it for attention. Well, she got her attention.
