it sucks, i get it. I've also seen roads destroyed because small mud holes became spots that trail riders wallowed out over a weekend.

I have a pretty different perspective on trail riders because of a career managing forestlands and spending hundreds of thousands of dollars over the last 25 years repairing and rebuilding road systems.

I don't think any of the regulations that the the officer told him they were violating are out of line. I'm also not surprised the government fails to provide those regulations in a way that makes them easy to learn and follow.
