Why is owning a Monkey illegal in LA?

My wife has it in her mind she is going to import a pet monkey from Indonesia where the owner is sick and can no longer care for the monkey. A friend of hers from Indonesia told her about it and now she is all-in on trying to save the damn thing before the owner has to just get rid of it.

We obviously aren't getting a monkey for many reasons but out of curiosity I searched and saw it was illegal or at the very least you have to be permitted under the exotic animal permit with yearly inspections in LA.

I also found this old story about a couple fleeing LA because they were scared of losing their monkeys even though they were grandfathered in

And this woman who has lost her monkey twice

Many other states allow it so why is it illegal here? It seems silly to outlaw monkeys.

My grandfather had a spider monkey when I was a kid. Vicious little thing. In case you’ve not paid attention, liberty is a relic of the past century. We give it lip service, but we don’t like it anymore, unless of course, it’s our liberty. Then we care.

Family of mine ordered one from a sears catalogue several decades ago. Arrived via train in a crate with a sack of bananas. Great pet until it electrocuted itself in some telephone polls. It was able to freely roam the area. This was in Lynchburg, VA.
