Mississippi was trying to protect itself from the pernicious effect of outsiders, unfortunattely the outsiders have found them, and they may destroy them soon. Louisiana has a demographic problem that may not be solvable unless draconian measures are taken.

You guys don't bother voting unless it's a Presidential election. A fraction of the registered voters turn out otherwise. Socially Conservative is just a feel-good buzzword. Socially lazy is the reality.

It could definitely point to that, but you can't use it as the only metric to measure prosperity.
I mean Ireland's GDP per capita is 25% higher than the US, how much do we want to infer from that? They lowered their corporate tax rate to something absurdly low (which I'm all for) and a bunch of offshore corporations moved headquarters there. But did that really prop up the average Irish person?
Japan is less than the Bahamas and Puerto Rico. Again, probably tax related.
I guess the point I'm trying to make is, just because LA has a higher GDP per capita doesn't mean it's better for the average Louisiana resident. It's probably better than if it was last in GDP, but somethings afoot if LA is still last in every other metric but has a decent GDP.

GDP per capita is meaningless, especially when you have major ports (which also inflate CA and NY GDPs) because of the revenue they generate without producing anything or adding value.
Median income by state is a better metric, and even more telling is the 10 year growth rate of median income. Rankings through 2021 here
AL - 46th, 2.65% Growth rate
AR - 47th, 2.92% growth
LA - 48th, 1.89% growth
WV - 49th, 2.74% growth
MS - 50th, 2.58% growth
Sorted by growth rate:
AL - 38
AR - 30
LA - 48, dead last out of Southern states
WV - 36
MS - 41
All other Southern states rank ahead of AR by median income growth rate. So yeah, OP was right, LA is getting passed up.
By cost of living, LA is the 15th cheapest state to live in, but only Texas, KY, FL and the Carolinas are more expensive to live in on average than LA. The rest of the South is cheaper. COL Data here

Politicians, but it goes back to when a lot of our grandparents were small children, or not even born yet. Crooked politicians have and will always been a thing, especially at the Governor and Washington level politicians. A politician at that level that has demons but still cares and has the audacity to call out the system usually doesn’t end up in a good spot. I’m not making excuses for politicians but the country, definitely Louisiana would be different if a couple assassinations never happened.

One other factor that I haven’t seen mentioned yet. Louisiana, especially its main city, is in the middle-of-fricking-nowhere.
Look at NOLA. 5+ hours to any major city. 3+ hours to a useable beach. No other areas in state are worth driving to on a day trip unless you like to hunt/fish. No mountains or anything pleasing to enjoy landscape-wise for the most part.
Unlike the past, we now live in a “Netflix/social media/make-it-your-way” world of unlimited options. People are less prone to settling for lesser shite and there are teleworkers everywhere. They can go wherever they want, live where they want, and will do what it takes to pursue their ideal location. For some people that makes living in multiple places or just saying frick it, I want to live somewhere nice, damned the cost, as long as me and/or my kids are happy.

Mississippi is improving through. It has a long way to go to catch up unfortunately. They likely are growing their GDP faster than La.

Yep. Louisiana also has many, many layers of government. And much of it is fractured. So businesses have o jump through far more hoops, boards, tax districts, etc. to do anythin, and all have theirnhand out.

Yuup, my BIL managed a manufacturing plant in the delta in the 80s, they couldn't keep a welder, eventually they stopped drug testing.
There will never be jobs in the delta, it needs to be evacuated, except for those directly involved in farming.
