Mississippi has that "Good ole Boy System" at play and doesn't care to invest more in industry and technology....especially the Delta.
That plus nobody wants to live anywhere near our state capital and the stereotype isn't wrong....we have the dumbest people in America. Yes there are some bright minds that emerge from this place but majority of the population has a below average IQ.

The average Louisiana resident is at least 2 out of the 3.
Additionally, the state is run by plaintiff attorneys operating in a completely corrupt state judicial system, and catering to a populace almost unanimously possessing the above traits. In other words, people with incentive to sue. Litigation is essentially Louisiana's biggest industry at this point.

Those plans were put in motion long ago. They had the wherewithal to know what will drive businesses to the state.
Look at Mobile for example - their whole downtown has changed to bring people to the city. Good jobs in and around Mobile, great streets, still tons of crime but not terrible and proximity to the beaches in FL.
Whoever chose to revitalize Mobile needs a raise.
Now compare it with Louisiana. Their most famous city is a shithole, crime and rat infested city that constantly floods. Zero attraction for businesses. Ask Shell leaving for your why.

Maybe so but it appears more of the money collected in taxes makes it back into the roads and landscaping in Mississippi instead of a politicans cousin or whatever.
