Get Elon Musk to have SpaceX build launchpads all around the Gulf. In unison launch rockets right as the storm approaches lifting up a giant Kevlar shield. For added bonus points if he could leave a gap in the shield around Alabama I’d not object,

Drop several tons of marshmallows into the eye of the storm. This will do three things. The added mass will slow down the air circulation. The marshmallows will be soft enough they won't do any harm if they hit something. Thirdly they will be delicious.

There used to be a show called Sci Fi Science and theoretical physicist Michio Kaku once suggested placing a crap load of buoys out in the ocean that siphoned deeper, cooler water to the surface. It worked on the natural up and down motion of the water. I don’t know if anything like that would be practical, but it was an interesting idea.
