The better question is what recourse for shitty service do you have if gratuity is included? I recently paid automatic 18% gratuity and had a terrible experience.

If the food is bad I never go back and I will not send a dish back to be cooked again. I just chalk it up as my loss.

If it's a chain and one employee, send complaint to manager. If it's the staff or cleanliness, complain to district management.

Define bad service
I define it as a major problem such as ignoring the table for extended amount of time or unacceptable rudeness. Or the food taking an absurd amount of time which isn’t the fault of the server.
Some people have a low threshold for “bad service.” Not enough ice in the drink, waiter wasn’t cheery enough, etc. frick these people
