So you don't want to throw them in jail, you want to build a jail around them.
Seriously though, unless you make them wards of the state and institutionalize them, you're not going to be able to keep these unfortunate people away from population centers any more than you can keep the raccoons and possums away. A fenced in field on the outskirts of town does not give them what they need to survive.

Well that's a much better idea than locking them in the gulags and executing them secretly to show the world that communism doesn't have homeless people.

Massive increase in mental health funding and creation of mental health facilities where homeless can be placed for treatment.

Where were all these people living 10-15 years ago?
Literal hordes of people setting up camp under highways in seemingly every city really didn't exist until then. Sure, you'd see one or two "homeless" guys here and there, but it was never basically everywhere you looked.

Just because the person isn't talking to themselves or walking around in circles doesn't mean they're mentally right. Obviously there's something there because they're living on side of a street, defecating a bush and eating out of a garbage can.

I’ve lived in Houston for 11 years and there has always been a homeless problem on the east side of downtown
